A method of producing chlorine dioxide, the method comprising: providing an acid solution, a chlorate salt and an organic water treatment additive that can form a phosphine compound, the phosphine compound being effective to reduce the chlorate salt; then mixing the chlorate salt and the organic water treatment additive with the acid solution at a ratio of 1-20 grams combined chlorate salt and organic water treatment additive per 100 ml of the acid solution, and the chlorate salt and the organic water treatment additive being respectively present in the mixture at a ratio in the range of 1:1 to 4:1 by molar basis; and reacting the mixture at a temperature greater than 35° C. so that the phosphine compound reduces the chlorate salt and thereby produces chlorine dioxide at a concentration in the range of 1 to 20,000 ppm.
