a backing layer; a tooth whitening composition comprising a mixture of first and second polymers, water, and a tooth whitening agent, wherein said first polymer is polyethylene oxide and said second polymer is polyvinyl alcohol; said product comprising a fibrous web, scrim or mesh comprising fibers arranged to provide void spaces, wherein the spacing between fibers is at least about 1 micron, said web, scrim or mesh having a coating or layer of said whitening composition applied thereto. |
