The present invention addresses the problem of providing high-functionality mesenchymal stem cells, a method for preparing the same, and a culture medium for the preparation. Provided is a method for preparing high-functionality mesenchymal stem cells which comprises a step for treatment of mesenchymal stem cells by at least one type of anti-inflammatory agent. When compared to untreated mesenchymal stem cells, the high-functionality mesenchymal stem cells have at least one enhanced function selected from the group consisting of anti-inflammatory function, immunomodulating function, antitumor function, tissue repair function, and barrier strengthening function by tight junction formation in epithelial cells.
