Provided are a flow control method and apparatus, and a server. The method comprises: a device at the network side determines a first queue delay based on a transmission-reception time of a communication packet currently received from a user terminal and a transmission-reception time of the communication packet received from the user terminal last time; based on the first queue delay, a second queue delay stored by the device at the network side, and the received data quantity of the device at the network side, a first quality of service parameter is adjusted to obtain a second quality of service parameter; and the second quality of service parameter is transmitted to the user terminal to enable the user terminal to transmit a subsequent communication packet based on the second quality of service parameter. |
