The device (10) has a rocker (11) moved in rotation about a rotation pin (3). A lever is moved in the rotation, and an elastic element e.g. torsion spring, is connected to the lever such that the lever occupies a stable position in which the lever holds the rocker in a locking position and another stable position in which the lever holds the rocker in an unlocking position. The elastic element is fastened to the lever in a position away from the rotation pin of the lever to exert moment of inertia on the lever tending to hold the lever in the locking and unlocking positions. An independent claim is also included for a sports boot comprising a collar. |
