PURPOSE:To obtain a still picture from a moving picture without bringing about unsharp or color shading in a motion part neither degrading the edge definition. CONSTITUTION:The picture stored in a picture memory 26 is subjected to orthogonal transformation by an orthogonal transformation circuit 31. A motion extent detecting circuit 28 and an edge quantity detecting circuit 30 detect the extent of motion and the edge quantity in the frequency space. A noise eliminating circuit 32 reduced the noise of the picture subjected to orthogonal transformation by intraframe processing and intraframe processing whose proportions are controlled in accordance with detected extent of motion and edge quantity. The output of the noise eliminating circuit 32 is subjected to inverse orthogonal transformation by an inverse orthogonal transformation circuit 37 and is stored in an output frame storage area of a picture memory 26.
