The grade of the fuzzy set C of respective outputs corresponding to states of the input fuzzy set A and the input fuzzy set B is inferred by using the fuzzy reasoning rule, and a center of gravity of the membership functions is calculated that are synthesized by superposing membership functions obtained by cutting the fuzzy set C of the respective inferred outputs with the grade value, and the obtained center of gravity is used as an increase and decrease width for the present oiling rate to increase or decrease the oiling rate.
