PROBLEM TO BE SOLVED: To automate start and cancel of congestion control in an operation system when congestion occurs, and cancel the congestion control at suitable timing.SOLUTION: An operation system (OpS) for managing a plurality of network elements (NE) configuring a communication network acquires an alarm reported from a NE and performs alarm processing, in normal monitoring; prohibits all NEs from performing an alarm report and performs first congestion cancellation determination that is a first step of congestion control cancellation on the basis of a state of a NE acquired by the OpS's performing NE request to the NE, when the OpS is performing the congestion control (being in a congestion state); cancels alarm report prohibition against part of a large number of NEs accommodated by the OpS and performs second congestion cancellation determination that is a second step of the congestion control cancellation on the basis of the number of alarms acquired from the part of the NEs, when the OpS is performing the congestion control and a condition of the first step of the congestion control cancellation is satisfied. |
