PROBLEM TO BE SOLVED: To solve the problem that it is not possible to accurately grasp a situation at the time of occurrence of deviation when screen image data are altered.SOLUTION: An operation procedure management server 1 includes: a log processing part 13; and a deviation processing part 11. The log processing part 13 is configured to record the log information of processing to be executed by a client terminal 2A and the screen hard copy information of a screen displayed by the client terminal 2A as processing is executed in a database in accordance with an operation performed by an operator on the basis of an operation procedure. The deviation processing part 11 is configured to, when the operation performed by the operator by using the client terminal 2A deviates from the operation procedure, instruct the log processing part 13 to record first encoded information obtained by encoding a part of the screen hard copy information with the content of the deviation in the database.SELECTED DRAWING: Figure 5
