PROBLEM TO BE SOLVED: To provide a ferritic stainless steel for a fuel cell having high oxidation resistance and vaporization suppression of Cr under reformed gas environment without relying on excessive Al and Si addition or adjustment of trace element or preliminary oxidation.SOLUTION: The ferritic stainless steel for a fuel cell is provided which is a stainless steel material containing, by mass%, Cr:11 to 25%, C:0.03% or less, Si:2% or less, Mn:2% or less, Al:0.5 to 4.0%, P:0.05% or less, S:0.01% or less, N:0.03% or less Ti:1% or less and the balance Fe with inevitable impurities. By applying prescribed heat treatment to the stainless steel material, a surface film is formed on the surface of the stainless steel material, the surface film having at a region up to a film thickness of less than 0.1 μm, Al concentration with a maximum value of 30 mass% or more and preferably Ti concentration with a maximum value of 3 mass% or more in cation ion component rate excluding O.
