Disclosed is a surveillance system for monitoring the damage, theft, and negligence of a designated object or region. The surveillance system comprises: a video acquisition unit (110) for acquiring a video image captured by a camera; an interest region setting unit (120) for setting a region of interest in the video image; an external model extraction unit (130) for extracting an external model by expressing the set region of interest in outlines and textures; a motion determination unit (140) for determining the motion of an object included in the set region of interest; a motion analysis unit (150) for analyzing the motion of the object spatiotemporally; a model similarity analysis unit (160) for analyzing the similarity between a reference external model extracted by the external model extraction unit (130) and the current motionless external model; and an abnormality determination unit (170) for determining abnormality through the integrated analysis of the motion analysis result of the object and the similarity analysis result of the external model and performing a notification operation when the abnormality is determined.
