PROBLEM TO BE SOLVED: To apply a transaction device, a transaction system, and a transaction program that can promote transactions while making enough communications with clients.SOLUTION: The transaction device according to the present invention performs a disbursement transaction based on input transaction information, and includes transaction control means of performing disbursement processing based on a disbursement instruction from a connected operator terminal in a case where the amount of received money exceeds a preset amount limit.
