<P>PROBLEM TO BE SOLVED: To provide a covering plate (heat shielding plate) used in road surface covering work as a temporary road surface plate for securing a traffic route in road construction or bridge construction, with a durable resin layer having heat shielding effect and heat shielding function being provided on the surface of the covering plate. <P>SOLUTION: A covering plate is used in road surface covering work as a temporary road surface plate for securing a traffic route in road construction, bridge construction, or the like, and the covering plate is characterized in that a resin layer having heat shielding function is provided on its surface.
