PROBLEM TO BE SOLVED: To improve performance of toner to move from a developing roller to an image carrier to enable high-speed image formation.SOLUTION: A coating layer 432 for development of each of developing rollers 430 is formed by dipping where a base substance 431 for development is dipped into a liquid formulation in a vertical attitude with a first end 43x and a second end 43y are directed downward and upward, respectively.
