An air-conditioning control device for controlling an air-conditioning device having a heat exchanger for exchanging heat between a thermal medium and a coolant discharged from a compressor, and an opening/closing part for opening and closing a coolant channel between the heat exchanger and the compressor according to a command. The air-conditioning control device is equipped with: a pressure acquisition unit for acquiring a detection value from a pressure sensor for detecting the pressure of a coolant flowing through a heat exchanger; a temperature acquisition unit for acquiring a detection value from a temperature sensor for detecting the temperature of a thermal medium flowing through the heat exchanger; and a determination unit for determining whether the opening/closing part opened normally and the coolant flowed to the heat exchanger, by using the temperature of the thermal medium detected by the temperature sensor and the pressure of the coolant detected by the pressure sensor, when a command is issued to convey coolant through the opening/closing part while in a state where the coolant is not flowing through the opening/closing part.
