PROBLEM TO BE SOLVED: To provide an image processing system which encodes images divided along two axes independent of each other.SOLUTION: The image processing system comprises: firs division means which divides an image; second division means which divides the images divided by the first division means, with an axis independent of the axis of the division by the first division means; difference means which generates the difference between the images divided by the second division means and an image stored in image storage means; and encoding means which encodes the difference image generated by the difference means.SELECTED DRAWING: Figure 1
