<P>PROBLEM TO BE SOLVED: To easily discriminate between a moving person or the like and an unmoving object. <P>SOLUTION: A moving object/unmoving object detection unit 106 detects an unmoving object region from image data captured by a photographing unit 102. An unmoving object enlarged video supply unit 109 enlarges the unmoving object region detected by the moving object/unmoving object detection unit 106.
