The panel includes a structure comprising a lower layer (2) mainly formed from cellulose, and an upper layer (3) whose surface is connected to that of the lower layer. The upper layer has a higher specific weight than the lower layer. The upper layer is preferably a mineral plaster layer. An independent claim is included for a method of manufacturing a sound absorbing panel.
