The present invention relates to a three-layer foundation cosmetic composition consisting of a powder layer including titanium dioxide having the surface modified to be amphipathic; an aqueous layer including polyol; and an oil layer including an oil capsule, and to a manufacturing method thereof. The foundation cosmetic composition uses titanium dioxide having the surface modified to be amphipathic, thereby being clearly separated into three layers, improving usability and skin adhesion, and if further comprising titanium dioxide having the surface modified to be hydrophobic, the effects can be increased.
