The present invention provides a base station apparatus and an operation method of a base station apparatus, which can increase a performance of a communications service using a carrier aggregation (CA) function by realizing a way to designate an optimum subcell (SCell) within a short time when designating a SCell of a CA terminal. The base station apparatus includes: an access unit accessing a terminal using a primitive cell (PCell) of a fundamental frequency band among multiple frequency bands; a frequency band checking unit checking a specific frequency band that the terminal can concurrently access with the fundamental frequency band among the multiple frequency bands; a cell selection unit selecting a specific cell in the specific frequency band based on an order of priority in each cell of the specific frequency band; and an auxiliary cell designation unit designating a specific cell that the terminal selected to be used as an auxiliary cell.
