PROBLEM TO BE SOLVED: To provide a method for suppressing a load of a base station in a cellular communication network.SOLUTION: A base station (eNodeB) determines whether or not a load in a cell exceeds a threshold, and when determining that the load exceeds the threshold, does not allow a user equipment device (UE) being connected to a radio resource control (RRC) to synchronize with a cell on an upper link, which is reflected onto a value of a parameter for a time adjustment timer and then transmitted to UE (102). The eNodeB monitors the value of the parameter for the time adjustment timer for each UE (104), and sets a non-activity timer for each UE (106). Following this, the UE performs reconstitution for RRC connection (108). When determining a change in the load in the cell, the eNodeB reflects the change onto the parameter for the time adjustment timer, and transmits the parameter to the UE (110), while the UE is operated (114) by application of a new received parameter (112) thereto.SELECTED DRAWING: Figure 7 |
