PROBLEM TO BE SOLVED: To enable satisfactory decoding processing on the reception side.SOLUTION: Image data of each picture constituting moving image data is hierarchically coded, so that a first stream having the coded image data of a lower hierarchy-side picture, and a second stream having the coded image data of a higher hierarchy-side picture, are generated. A multiplexed stream of a predetermined format is obtained by multiplexing the first stream with the second stream. To the multiplexed stream, a first descriptor in which the level designation value of the first stream is described is inserted in association with the first stream, and also a second descriptor in which the level designation value of a bit stream which is obtained by combining the first stream with the second stream is inserted in association with the second stream.
