PROBLEM TO BE SOLVED: To provide a function to be able to transfer communication capacity with an expiry data of a radio communication line of which the communication capacity is limited.SOLUTION: A communication capacity management device comprises: a residual capacity management unit that manages the residual capacity of communication capacity allocated to each of a first radio communication line and a second radio communication line which are radio communication lines with limited communication capacity; a determination unit that determines whether communication capacity can be transferred from the first radio communication line to the second radio communication line; and a communication capacity transfer unit that transfers desired communication capacity from the residual capacity of communication capacity of the radio communication line allocated to the first radio communication line to the second radio communication line for a limited time on the basis of the determination of the determination unit.SELECTED DRAWING: Figure 1
