The present invention relates to a skin moisturizing cosmetic composition and a pseudo-drug composition comprising an Epilobium pyrricholophum flower extract or fractions thereof as an active component. The present invention relates to a skin moisturizing cosmetic composition and a pseudo-drug composition comprising an Epilobium pyrricholophum flower extract or fractions thereof; and a Sambucus nigra flower extract or fractions thereof as active components. The composition has an increased moisture maintaining ability, thereby having an excellent skin moisturizing effect, and ameliorating coarse skin, smoothening skin, ameliorating tight skin, and being less irritating.
