PROBLEM TO BE SOLVED: To allow switching of kinds of next commodities to be packaged which are hard to determine differences in kind from the appearance thereof to be surely determined even when the commodities are supplied continuously so as to allow the commodities to be packaged according to the determined kinds thereof.SOLUTION: The commodity determination device in a horizontal bag making and filling machine comprises determination means 52 that generates determination information showing that a package display matches with a content of a commodity W on the basis of information about the content of the commodity W obtained by near infrared radiation that is transmitted through the commodity W and received. The determination means 52, when receiving information showing that a commodity W to be packaged next is conveyed, determines whether a content of an arriving commodity W matches with a package display by using respective reference information of a commodity W being presently packaged and the commodity W to be packaged next until the commodity W to be packaged next arrives; generates information for allowing only the commodity W being packaged presently as a conforming commodity; and generates determination information by replacing the information with the reference information of the commodity W to be packaged next after determining that the commodity (W) to be packaged next arrives.SELECTED DRAWING: Figure 4
