Disclosed is a preheating device for hot stamping. According to an embodiment of the present invention, the preheating device for hot stamping is arranged in front of an electric heating furnace which heats a material fed from a material feeder to a high temperature condition to supply the material to a forming device to preheat the material to a prescribed temperature before feeding the material to the electric heating furnace, and comprises: a preheating frame disposed between the material feeder and the electric heating furnace, provided with a heating space formed therein; a plurality of transport rollers installed in the heating space in a longitudinal direction to move the material supplied from the material feeder to the electric heating furnace; an upper heating unit to descend towards an upper portion of the transport rollers by a moving means disposed on an upper side in the heating space to heat an upper surface of the material transported by the transport rollers, or ascends from the upper portion of the transport rollers; and a lower heating unit disposed in the heating space, and separated from a lower portion of the transport rollers to heat a lower surface of the material.
