The purpose of the present invention is to provide an elastic pavement material structure that is a composite type elastic pavement material which is rich in elasticity and changes little in hardness with the lapse of time and in which even when the topcoating layer was damaged, the underlying pavement material does not rapidly deteriorate in physical property and is stable over a long period. The composite elastic pavement material has a layered structure which comprises an upper elastic layer and a lower elastic layer that is a three-dimensional random-loop network structure obtained by coiling continuous strands of a thermoplastic elastic resin to form random loops and bringing the loops in a molten state into contact with one another, the lower layer and the upper layer having been integrated with each other.
