PROBLEM TO BE SOLVED: To provide a waste heat utilization device that enables energy recovery and cooling of a heating medium on the basis of the target physical amount to cool the heating medium while simplifying a configuration.SOLUTION: A waste heat utilization device is used in a driving system 1, and includes a Rankine cycle 3, a variable throttle valve 5 and a controller 7. The driving system 1 can supply compression air to an engine 9. The Rankine cycle 3 includes a boiler 23 and a radiator 27, etc. and has working fluid flowing therein. In the Rankine cycle 3, the variable throttle valve 5, etc. is installed. In the waste heat utilization device, for example, when the cooling requirement amount relative to the compression air is large, the controller 7 controls the variable throttle valve 5 to reduce an opening. Thus, in a radiation section 275 of the radiator 27, a temperature rise caused by an increase in condensation pressure of the working fluid increases a temperature difference between the working fluid and ambient air.
