PROBLEM TO BE SOLVED: To reduce charging unevenness that can occur in using a charging member that has a charging member body covered with a covering member formed of a member different from the charging member body.SOLUTION: A charging member 12 includes a charging member body 121 that is provided rotatably, and a covering member 122 that is formed of a member different from the charging member body 121 and covers the outer peripheral surface of the charging member body 121. The circumferential speed of a photoreceptor drum 11 (moving speed of the outside surface of the photoreceptor drum 11) is made faster than the circumferential speed of the charging member body 121 (moving speed of the outside surface of the charging member body 121).
