PROBLEM TO BE SOLVED: To provide a decoding method and a decoder capable of improving the coding efficiency.SOLUTION: The coding method includes an index generation step and a coding step. In the index generation step, a first index which represents a combination including one or more reference images to which a first reference image refers and a second index which represents a combination including one or more reference images to which a second reference image refers are set, and the numbers of one or more reference images included in the first index and the numbers of one or more reference images included in the second index are scanned in a predetermined order to generate a common index in which the combinations are rearranged so as not to include identical reference images.
