The present invention relates to a rubber composition which is characterized by containing a polybutadiene (α) that has a cis-1,4- structure content of 90% or more, a diene polymer (β) other than the polybutadiene (α), and a rubber reinforcing agent (γ), and which is also characterized by having a storage elastic modulus (E') at -30°C of 29 MPa or less after vulcanization.
