The present invention relates to a composition for preventing or treating ischemia encephalopathy using a Valeriana officinalis extract. The composition contains the Valeriana officinalis extract as an active ingredient, wherein the Valeriana officinalis extract is produced by extracting a Valeriana officinalis root using a solvent selected from the group consisting of water, methanol, ethanol, butanol, and a mixture thereof. According to one embodiment of the present invention, the composition can improve effects of preventing and treating ischemia encephalopathy by effectively preventing and treating damage to nerve cells.
