Disclosed are a data processing apparatus and a method. According to an embodiment, a data processing apparatus comprises: a scheduling policy management unit managing a scheduling policy table containing at least one resource slot information which corresponds to at least one service level and each of service levels; a data receiving unit receiving user data; and a scheduling controller selecting a resource slot which processes the received data with reference to the service level of a user and to the scheduling policy table. |
