The present invention relates to a device and a method thereof to collect metering data by using a packet method. The device includes: a connection setting part setting connection with a modem based on a link request packet or a keep alive packet; a connecting part connecting the modem; a metering data collecting part collecting metering data of a watt-hour meter, stored in the modem; a setting data transmitting part transmitting setting data to request a setting change of the watt-hour meter connected to the modem, to the modem; and a disconnecting part performing disconnection from the connected modem when the collection of the metering data and the transmission of the setting data are completed.
