The power acquisition unit 12 acquires an amount of power consumed by a plurality of devices 30. The specification unit 13 specifies respective operating conditions of the devices 30. An upper limit of an amount of power per unit time, which is determined for each time slot, is set in the allowable value setting unit 14 as an allowable amount of power in each time slot. The management processing unit 15 determines the operating conditions of the devices 30, which are specified by the specification unit 13, such that a total amount of power consumed by the devices 30 in each time slot is maintained within a range of the allowable amount of power set in the allowable value setting unit 14.
