The present invention relates to a steel material having excellent energy-absorbing ability under high-velocity deformation and a method for manufacturing the same. To this end, the present invention ensures excellent strength and ductility of the steel material by controlling microstructures of the steel material through the optimization of components of the steel material, and can provide the steel material having the excellent energy-absorbing ability without premature fractures or the like even under high-velocity deformation.
