Provided is a charge-neutralizing device having a uniform ion balance distribution and high charge-neutralizing performance. This charge-neutralizing device is provided with: an ion generation unit having a first electrode for generating positive ions by the application of voltage, and a second electrode for generating negative ions by the application of voltage; and a voltage application means for applying voltage to the first electrode and the second electrode. At least two ion generation units are provided, and the voltage application means intermittently applies voltage in predetermined cycles to the ion generation units. |
