The present invention provides an apparatus of forming tip paper patterns. The purpose of the present invention is an apparatus of forming tip paper patterns, the apparatus that is capable of easily forming patterns applied to tip paper and is capable of easily performing maintenance of parts associated with the formation of tip paper patterns. An apparatus of forming tip paper patterns according to an embodiment of the present invention includes: a pattern forming unit which is disposed at the pattern forming position in a tip paper moving path to form an already set shaped pattern on the surface of tip paper; a main plate one side of which is combined with a fixture disposed on the moving path, and other side of which is combined with one side of the pattern forming unit to support the pattern forming unit; a pressurization unit combined with one side of the main plate at the top of the pattern forming unit to pressurize the pattern forming unit; and a pressurization control unit combined with the pressurization unit to control a pressurization force transmitted to the pattern forming unit through the pressurization unit, wherein the pressurization control unit includes a first pressurization control unit primarily controlling a pressurization force transmitted to the pattern forming unit according to transmission of an external force, and a second pressurization control unit installed at one side of the first pressurization control unit to secondly control the pressurization force.
