PROBLEM TO BE SOLVED: To provide a method for improving processing efficiency by encoding an intra-prediction mode in accordance with a color difference format when information related to the intra-prediction mode of a luminance signal and information related to the intra-prediction mode of a color difference signal are encoded and are arranged in an encoding bit string.SOLUTION: If a division mode for horizontally and vertically dividing a luminance signal is set when an image signal is intra-predicted in a previously set minimum encoding block unit, an intra-prediction section 103 intra-predicts a color difference signal in a prediction block unit of intra-prediction of the color difference signal in a minimum encoding block which is set in accordance with a color different format.
