The present invention provides a touch screen panel and a manufacturing method thereof. The touch screen panel includes a touch substrate and a sensing electrode. The sensing electrode is formed on the touch substrate and recognizes a touch of a user. The sensing electrode includes a first sensing insulation layer, a second sensing insulation layer, and a sensing transparent conductive layer. The first sensing insulation layer has a first refractive index. The second insulation layer is formed on the first sensing insulation layer, has a second refractive index smaller than the first refractive index, and includes metal. The sensing transparent conductive layer is formed on the second sensing insulation layer. Therefore, the touch screen panel can have improved reliability.
