The cover of a plastic water storage tank is attached to a tank base having a liner by means of alternative-feature joints, including elastically engageable joint features and lock joint features. A plastic water tank base with a liner is formed by putting at least a portion of sleeve (96) of the liner around the core (82C) of an injection mold, positioning the core within the cavity (84C) of the mold, injecting a first plastic to form the substrate (91) of the base, withdrawing the core a small distance from the cavity, and injecting a second plastic to form the remainder portion (93) of the liner.
