The present invention relates to a technology for controlling vehicle communications, and specifically, to a method and an apparatus for reducing the degree of complexity by determining whether the vehicle communications is congested or not and controlling the vehicle communications. Specifically, the apparatus comprises: a receiving portion which receives one or more among a data unit, an external complexity preparation index value, and an external complexity index value transmitted from the other terminal; a complexity degree preliminary determination portion which changes an internal complexity preparation index value based on the number of data units received for a certain period; a complexity degree determination portion which changes an internal complexity index value based on the internal complexity preparation index value and the external complexity preparation index value; and a power control portion which controls transmitting power of a communications module based on the internal complexity index value. |
