The present invention relates to a thermal bridge blocking apparatus and a heat insulation structure of a joint between an external wall and a slab using the thermal bridge blocking apparatus, which facilitate the continuation of a slab rebar without cutting the rebar arranged on a slab or without additional joint of the rebar, as cutting off an air pin action of the balcony slab through thermally separated construction by applying a separate thermal bridge blocking apparatus in order for an insulation material installed in an inner side or an outer side of an external wall to continue at a boundary combining part between the concrete slab and the external wall. According to a desirable embodiment of the present invention, the thermal bridge blocking apparatus comprises: an upper member which is formed with a rectangular heat insulation material, and has a through-hole and a guide protrusion separately formed on an upper part to form a waveform in a length direction; a lower member which is formed with the rectangular heat insulation material in the same size as the upper member, is separated to a lower part from the upper member by a fixed gap, and has a through-hole and a protrusion formed separately to form a waveform in a length direction on the lower part; a heat insulation main body which is formed with the heat insulation material, and is separately bonded to the upper member and the lower member as being located between the upper member and the lower member; and a shear reinforcement bar which is formed to separately penetrate the upper member and the lower member in a horizontal direction.
