PROBLEM TO BE SOLVED: To provide an apparatus capable of efficiently using the frequency band.SOLUTION: The apparatus is a second base station having a coverage area which overlaps with a coverage area of a first base station having a frequency band which can be preferentially accessed. The apparatus includes: an acquisition section that acquires a piece of information relevant to the second base station which cannot preferentially access the frequency band; and a control section that requires the second base station to transmit a data intended to a terminal apparatus which is to be connected to the first base station to the terminal apparatus. |
