The present invention relates to a non-freezing water stand pipe which is configured to prevent a water stand pipe, which discharges tap water introduced from a tap water pipe to a water supply pipe, from freezing and bursting. The non-freezing water stand pipe comprises: a longitudinal pipe; an inlet pipe; a cylinder; a piston; and a switch packing. The longitudinal pipe is connected to the water supply pipe. The connecting pipe is coupled to the bottom of the longitudinal pipe and has an insertion hole at the center in a longitudinal direction. A thread is formed on the upper side of the insertion hole. Multiple holes to discharge tap water supplied through the tap water pipe to the longitudinal pipe are formed in the connecting pipe. The inlet pipe is engaged between the connecting pipe and the tap water pipe, is supplied with tap water from the tap water pipe and discharges supplied tap water to the connecting pipe. The cylinder is fixedly installed on the top of the connecting pipe and the lower part of which remains open. The cylinder is fixedly installed on the top of the connecting pipe and has an open bottom. The piston includes: a piston head connected to an operating bar having air holes in the upper side and on the lower circumference to be moved up and down inside the cylinder; and a switch member connected to the bottom of the piston head to be engaged with the thread of the connecting pipe. The switch packing is supported through an elastic member in the inlet pipe and has multiple slots along the outer circumferential surface.
