PURPOSE:To reduce labor for removing a drilled hole part in a pipe, by gluing a separation preventing sheet to the attached to a hole drilling part of the water pipe like a fume pipe having low tenacity and drilling a hole. CONSTITUTION:A sheet 6 of soft quality for preventing separation is glued to a hole drilling-estimated pipe peripheral wall part (a) in a water pipe A. Next, a connection case 8, equipped with a water stop valve 7, is mounted to the water pipe A. Subsequently, a case 9, in which a cutter 1 is mounted, is mounted to the upper part of the water stop valve 7. The cutter 1, being lowered into the case 8 by opening the valve 7, cuts the part (a) to be separated. The cut pipe part (a), which is prevented from falling off by the sheet 6 and held being left as supported to the cutter 1, is lifted into the case 9. And the water pipe can provide a branch port to be drilled with no necessity for stopping a feed of water by closing the valve 7.
