PROBLEM TO BE SOLVED: To perform encoding while preventing a data amount from being increased.SOLUTION: An encoding device includes: thinning means for generating a frame image of a YUV 4:2:2 form by performing checker thinning on a color difference component of a frame image of a YUV 4:4:4 form; first generation means for converting the frame image of a YUV 4:2:2 form to generate a frame image of a first YUV 4:2:0 form that is formed from a luminance component of the frame image of a YUV 4:4:4 form and a color difference component on one of an odd-numbered line and an even-numbered line in a checker arrangement of a color difference component of the frame image of a YUV 4:2:2 form; second generation means for converting the frame image of a YUV 4:2:2 form to generate a frame image of a second YUV 4:2:0 form that is formed from a pseudo luminance component and a color difference component on the other of the odd-numbered line and the even-numbered line in the checker arrangement of the color difference component of the frame image of a YUV 4:2:2 form; and encoding means for encoding the frame images of first and second YUV 4:2:0 forms.
