PROBLEM TO BE SOLVED: To solve the problems in which: an encoding processor and a repeater are used as a part of a system; thereby a system configuration gets complicated, reliability gets lowered due to the complicated system, simultaneous failure occurs when the encoding processor or the repeater breaks down, wiring gets complicated, and the like; thereby costs of a life cycle including construction and maintenance expenses increase.SOLUTION: A plurality of ground communication devices are installed on a pathway of a mobile body and perform communication when the mobile body passes. Each of the ground communication devices includes: a contained message storage unit that comprises contained messages corresponding to respective signal display states of a traffic light; a state determination unit that receives signal state data including a signal display state from the traffic light via a communication circuit and outputs a message output instruction if the signal state data accords with output of the signal light; a message generation unit that obtains a corresponding contained message from the contained message storage unit on the basis of the message output instruction; and an output unit that transmits the corresponding contained message to the mobile body. |
