The present invention relates to an underwater electric field sensor, installed on the sea bed to detect variations of an electric field, comprising: a sensing unit installed on the sea bed to sense variations of the electric field in state of exposing a portion in the water, and transmitting the sensed signal to a signal line; a waterproof sealing unit for waterproofing a signal transmission portion of the sensing unit; and a water passage protection unit for protecting the exposed portion of the sensing unit while covering the exposed portion to be able to make water flow in or out The sensing unit includes: a non-conductive hollow pipe formed in a pipe shape and having one side of an outer circumferential surface connected to the signal line; carbon fiber installed in the state of being wrapped around the outer circumferential surface of the hollow pipe to sense the electric field as a portion gets exposed underwater; and a conductive terminal ring installed at an end of the carbon fiber to be able to conduct current for providing a connection part of the signal line, and sealed in a watertight state by the waterproof sealing unit.
