PROBLEM TO BE SOLVED: To provide a carbon dioxide recovery device and a carbon dioxide recovery method capable of suppressing the formation of foam or avoiding the occurrence of flooding in a washing unit and holding down the emission of amines to the atmosphere in the device absorbing carbon dioxide contained in flue gas by an aqueous solution containing the amines and recovering the carbon dioxide.SOLUTION: A method of recovering carbon dioxide, comprises: an absorbing step (I) of absorbing carbon dioxide by a COlean absorption liquid containing amines; a step (II) of washing COlean flue gas with wash water; a carbon dioxide heating and releasing step (III); a step (IV) of transferring the COlean absorption liquid; a step of reusing the wash water used in washing at each time for washing at the same time; a step of measuring a liquid density of the wash water used in the washing at each time; a pressure loss measuring step in the wash step (II) at each time; a step of determining a supply amount of a defoaming agent on the basis of a liquid density measurement value and a pressure loss measurement value; and a step of adding the defoaming agent in the determined supply amount to the wash water at each time.
